This proposal is
offered to satisfy the immediate needs of the Department of Homeland Security, DOD, and other intelligence agencies of the
government. The program will serve as a working tool for our intelligence operatives in their quest to analyze and minimize
the threat of terrorism against America and the western world.
A. Problem.
The immediate problem
was initially highlighted after September 11, 2001 when the government
realized that it had limited or no intelligence information on Al Quaida and the terrorists cells in the Middle East and abroad. Most significantly, it had too few operatives versed in the languages of Arabic, Hindi, Malay, Tagalog,
Persian, Bengali, Sinhalese and other Asian and Middle Eastern dialects, where the cell members operated from.
B. Products.
The design, development
and production of the np series Translator Software Programs will provide an important training tool for the members of Homeland
Security, DOD, the FBI and the CIA. They come in compact discs which can be loaded onto a computer terminal or laptop.
The np series Translator
Software is an extensive learning package with an English-to-(target language) and (target language)-to-English dictionary
and over 10,000 vocabulary word list. They also come with over 5,000 everyday conversational phrases in their unique Phrase
Processor database system.
The np series translators
differ from other software in the marketplace in that they provide an open-ended database file, which CAN be edited. This
allows the software owner the flexibility of enhancing the translation power to as close to infinity as he or she wishes it
to be.
One must note that
language translators are finite devices since language, itself, is in a constant flux or change. The more words and phrases
you input into the memory base, the closer you are to infinity. The np series are written in C+++ computer language and allow
for such growth, limited only by the memory capacity of one’s computer system.
C. Process.
The prototype software
module is available in our collection. What remains to be done is the inputting of the vocabulary word list into the (target
language)-to-English and English-to-(target language) Dictionary. The communications phrase list will also need to be inputted
into the phrase processor. Finally, because the np series is a phonetic based system, a voice synthesizer and voice recognition
program will need to be linked.
D. Importance.
The significance
of this project is predicated by our ability to sort out intelligence information and remain ahead of those who wish to destroy
our way of life, our freedom, and our democracy. If only we can prevent another 9/11 from happening, it would be worthwhile.
The np series translators
will certainly become an educational tool for greater understanding and communications between the target language speakers
and the rest of the world. It is said that learning and speaking another person’s language is the greatest form of respect.
You become one with that person.

The major cost of the project go out to labor since the bulk of the work
is in the inputting of the data and the recording of the words and phrases into
memory. This is minimized with the hiring of UH and HPU language students on a part-time basis.
An inventory list of 1000 CDs will be produced per language for immediate
distribution. Additionally, the target languages (phonetic phrase system) will be published on the internet for worldwide

which are near extinction.
We will provide the
software, the hardware and the manpower to expedite this program. What we seek for is the travel cost, salaries and living
expenses for our language field associates.

for posterity.
